Refit: a social justice and environmental pilot project

The aim of this paper is to explore lessons from the conduct of a social justice and environmental pilot project carried out in 2002.

A consortium of government and non-government organisations (Community Home Energy Efficiency Partnership) formulated and conducted a pilot project to provide free energy efficient appliances to low income households living in the private rental market or who have a mortgage across NSW. In 2000, the consortium received funding from EnergyAustralia for a pilot project to be conducted in the Lower Hunter. The pilot project was called REFIT and it provided over 1,200 low income households with energy efficient appliances.

The conference paper will examine:

· economic, environmental and social theoretical underpinnings for providing such services,
· business case, that is the costs and benefits of such projects;
· overview of the Lower Hunter pilot project, including eligibility criteria, administrative arrangements and the methods employed to access clients;
· findings from research that provides information about the households that received REFIT including type of family, housing status and source of income.
· reflection on the success/shortcomings of the pilot project.
