Indicators of financial exclusion

Financial exclusion has been found to be a long-existing and significant problem in Australia and other countries. The proportion of the population excluded from accessing financial institutions and having convenient usage of financial products and services is often considered to be alarming. It is observed that the financially excluded have common characteristics and share similar financial and social experiences. Based on different assumptions, different approaches have been used in literature to indicate financial exclusion. Since they are all primarily concerned with the number of financial products a person possesses or the degree of consequences a person experiences due to financial exclusion, setting an appropriate benchmark is necessary albeit difficult. This paper evaluates the various ways to indicate the existence of financial exclusion, assesses the appropriate use of survey data in determining financial exclusion, and explores the feasibility of constructing a scale to measure the extent of financial exclusion faced by disadvantaged groups in society.
