Disability and Work: inclusion or coercion

The recent Budget aimed to increase workforce participation by disabled people through stricter eligibility conditions for new applicants for the Disability Support Pension and the introduction of a new payment for those judged capable of some work. Those receiving the new 'Enhanced Newstart' will receive a lower payment than those on DSP and will be subject to some activity test and mutual obligation requirements. The disability lobby has long argued that disabled people need better access to economic participation opportunities, but that this should be done more by improving employment services and addressing employer discrimination.
